District Yearly VP Confirmation

For a district to keep its VP it must recive yearly confirmation NFTs from the previous land owners that contributed the land to the district. If all previous land ownsers send the confirmation NFTs the District will keep all its VP for the remandor of the year. If only some of them send the confirmation NFTs then it will only qualify them for the VP equal to the amount of land from those previous land owners.
