Can we give everyone that votes 1 VP/Voting Power ?

Can we change the current VP from zero to 1 VP so everyone in the community can vote and it count. Not everyone has money but they should be included as part of the community. whales pretty much can pass a proposal by themselves, So 1 VP shouldn't be a big deal.
