Enforce First-come-first-serve policy for review of wearables

I recently published a collection and have been waiting for a week for the review. Some other people published their items and got it reviewed in 1-2 days.

Everyone pays the same price for reviews, hence this bureaucratic behaviour needs to be killed.

The proposal is to enforce a first come first serve policy. Someone from the review committee must make a "first response" on the wearables submitted earliest before responding to the new ones.

For now, it can be enforced as a community policy with possibility of action via dao against wearable committee members who do not follow it.
