[FIP 014] - Fund upcoming operations

Following the discussion under FIP 014 on the forum, it is proposed that:

1. Transfer over 10 ETH from the treasury (0xF7778C13eA98a857312F2b6a6f3bbc4Ac344fF67) to the multisig (0x383dF49ad1f0219759a46399fE33Cb7A63cd051c) to cater for TWAP updates, deployments and transaction executions.

2. Transfer 3.5 ETH from the treasury (0xF7778C13eA98a857312F2b6a6f3bbc4Ac344fF67) to the TWAP updater (0x7cb48e0826433b2d7a2a7f0e69a716d5ca045229) for Rari Fuse to support it for the next year.

3. Sponsor a TWAP update and Dutch Auction start once a day for the next year, 7ETH from the treasury.

Motivation

The number of auctions we’ve had in the past several months is lower than what we had expected for that period. Apart from the other factors affecting them, we believe that the cost for starting one might be an issue for potential participants, so we’d like to sponsor these for next year. In order for the auctions and the newly added Rari pool to run smoothly we would also need to cover all of the deployment costs, transaction costs and the TWAP updates.
