Add David B to the Operations Multisig

It is proposed to add our newest contributor, David B (0xE08d07320834037539FfA53cAd464E6747c64E08) as one of the signers to the Operations Multisig (0x383dF49ad1f0219759a46399fE33Cb7A63cd051c)[https://etherscan.io/address/0x383dF49ad1f0219759a46399fE33Cb7A63cd051c]. This would allow the core contributors to delegate some of the time consuming repetitive tasks to them and free up time for focusing on development, protocol integrations and hiring. Also, improve signing speed efficiency for transactions from the operations multisig as more people will be available at a given time to sign.

Motivation

David B has been actively helping the early contributors with both community management and business development to the point where we believe he can be trusted with even more responsibility. The Operational Multisig manages the funding of contracts and rewards, but does not hold any BANK directly, as a reminder any additional mints are protected behind a 48-hour timelock. Adding him would make it a 3/5 multisig. It does NOT hold the treasury, which is separate.
