SIP-353: Improve protocol coordination

SIP-353 introduces changes to protocol governance and organization;

• The election of a Contributor Lead (CL) by the Spartan Council in place of the Core Contributor Committee to improve accountability
• Assigning responsibility for protocol roadmap maintenance to the CL to ensure clear direction and focus
• Instituting a regular funding schedule for Core Contributors (CCs) to maintain operational continuity
• Formalizing a dedicated support role to assist the SC and CL
