Appoint synthquest to Grants Lead.

As laid out in SIP-364, the Spartan council is now responsible for appointing a Grant Lead through a simple majority vote.

This proposal nominates synthquest, a previous member of the Grants Council for the Grants Lead role. Synthquest's experience on the Grants Council and previous work building data analytics dashboards ensures continuity of Synthetix grants projects and practical context for evaluating grant quality and contribution.
