SCCP-393: Update V3 Staleness Tolerance
SCCP-393 proposes to implement the following updates with regards to the staleness tolerance:
- Increase it for liquidations, deposits and withdrawals on the ETH and BTC perp markets to 1 hour, from 1 minute.
- Increase it for the all spot operations on the cbBTC, cbETH and wstETH synths to 1 day from 1 minute.
- Increase it to 1 month from 1 minute for wrapping operations (i.e. cbBTC > scbBTC).
