SCCP-252: Update LUSD Wrapper Parameters

SCCP-252 proposes to:

Lower the maxTokenAmount on the LUSD Wrapper to 0, from 100m LUSD currently
Lower the burnFeeRate, currently at 5%, by 20 bp every week until the latter reaches zero. Note that the burnFeeRate will cease to be decreased every week should the amount wrapped reach zero. Are you in favor of this sccp?
