SCCP-253: Update ETH Wrapper Parameters

SCCP-253 proposes to

Lower the maxTokenAmount on the ETH Wrapper to 0 on both Ethereum and Optimism, from 5000 and 3700 ETH respectively.
Lower the burnFeeRate on the ETH wrappr to 0 on Optimism, from 5 bp.
Lower the burnFeeRate on the ETH wrappr to 0 on Ethereum, from 5%, decreasing it gradually by 25 bp every week until the latter reaches zero. Note that the burnFeeRate will cease to be decreased every week should the amount wrapped reach zero.
