SIP-2004 proposes to implement the following:

Create a new submitCloseOffchainDelayedOrderWithTracking function that allows for closing without specifying size
Allow a non-liquidatable position to be reduced/closed when it does not place the position into liquidation
Remove the commitment fee required and disallow cancellations
Make the liquidationBufferRatio market specific
Update the price protection design
