CL Appointment - Epoch 01/Apr/2024 -01/Oct/2024

This proposal confirms Cavalier as the CL, an internal governing body of the Synthetix Protocol, whose main responsibility is to serve as a link between SC, TC and CCs and to maintain the roadmap. The CL is elected by the Spartan Council as per SIP-253.
