Do you approve SIP-118?

SIP-118 allows for conditionally skipping fee reclamation. It does not have any affect by itself to the fee reclamation mechanism, but rather allows pDao to make a code change which would allow setting fee reclamation to zero, which would be subject of a dedicated SCCP vote.
