Sonne Improvement Proposal -- 1 (Fixed)

As you might know, Velodrome's Tour de OP has started. (https://twitter.com/velodromefi/status/1596832116821876736)

It's better for Sonne Finance in the long run to have locked VELO, in order to direct VELO emissions to SONNE/USDC pool for better liqudity.

Right now, the incentives are very good to pass on. For example, on 100k veVELO lock ($2190 with current price), SONNE will get $900 more bribe match and $700 worth of OP.

Extra bribe is directly correlated with VELO emissions to SONNE/USDC pool, and make VELO rewards increased for both SONNE LPs on Velodrome Finance and stakers.

veVELO locking incentives (35%) will be distributed similarly as other tokens to stakers.
