Incorporate staked soul into AURA (voting power)

This proposal is to count a user's staked SOUL within their AURA (voting power) total. Right now it does not appear to do so.

Given that individuals staking SOUL are contributing to the platform, it seems like a good idea to also give them some ability to vote on proposals etc. using that balance within their AURA.

This is because even if a given individual has sold or traded away the SEANCE they received upon staking SOUL, they nevertheless have contributed to the protocol and have a vested interest in the long term health, viability and success of the protocol due to the fact that they would have value locked in the platform until they reacquire (or re-exchange) SEANCE to redeem their staked SOUL.
