Incorporate pending Soul Bond rewards into AURA (voting power)

This proposal is to incorporate one's pending rewards from their active Soul bonds into AURA (their voting power).

Soul bond holders are active and engaged supporters of the protocol, and provide a valuable service to the community by contributing permanent liquidity. In exchange, they are rewarded over a long period of time (months at minimum) with $Soul.

As such not only do they have a vested interest in helping to ensure the success of the protocol during their bond phase, but even afterward if/when they redeem their rewards.

As a result these important participants in the protocol should have voting power commensurate with their locked Soul balances.
