Proposal to reorganize the Gravity, Interstellar and Galaxy pools

The proposal is to reorganize Gravity, Interstellar and Galaxy pools to keep the MILK2 price stable. Lower the reward in the Gravity pools from 2 MILK2 per block to 0.1 MILK2 per block. Keep only MILK2/ETH, SHAKE/ETH and MILK2/SHAKE in the Interstellar pools and preserve the 2 MILK2 reward per block. The other Interstellar pools should be singled out for a new Galaxy smart contract. The reward will be 0.1 MILK2 per block.
