Objective: To reinstate price chat in telegram

As per what we have gathered, there have been some mixed opinions on the topic above.

This proposal is to gather measurable votes on weather we should revive the price chat, with the objectives and the conditions as per below:

1. To encourage community engagement between members on price discussion and others
2. This price chat will not be serviced and moderated by the team as heavily as per main chat, however any inappropriate content, harassment, accusations, FUDs will be deleted.
3. If the same problem persist that may cause negative impact/growth to the project in overall, the team have the rights to close the chat and move back to discord.
