Burn of Dao tokens

On the 16th May Spartacus Dao spent $863,552 to purchase 24940 SPA tokens. This was funded by $600k of liquidity taken from Spa's holding in Spartacus exchange and $263k from the Treasury.

These tokens were then sent to 0xebd00bd79f6e3d1a09f688c96dbd908006e12e2e which also holds the liquidity for the lambda3pool.

This transaction was not ratified via a dao snapshot.

We propose to burn these tokens and other tokens held by the dao as they have no operational function. This vote is to burn:

49129 wsSPA (193k SPA) held in 0x3292d7d72ea46cb67186cd7131fe47333f7c7008
