SIP-004 SPA-FTM bond and FTM bond

Introducing SPA-FTM bond and FTM bond. We expect this will help put Spartacus back to the growth track.

To do this, we propose to allocate:

• $100K Dai from treasury, and swap Dai for FTM
• $100K worth of SPA from DAO.

We will initiate SPA-FTM liquidity ($200K) pool on Spiritswap, and then bond the LP token into treasury.
