SIP-007 Marketing budget proposal.

Background: It's the perfect time now to ramp up our marketing initiatives. Spartacus has got solid fundamentals and we need to promote Spartacus' strong presence to a broader audience.

Part of the fund will be used as community task bounties to incentivize contribution to improve product apps and discord automations.

Proposal: Allocate $150K from Spartacus DAO to support marketing campaign and community task bounties.
