SIP-001 Lowering APY

Summary: Lower current APY (7 digits) to sustain run way.

Background: We have experienced persistently high APY in the last few rebases thanks to our rapid growth in bondings. However, we are a little concerned with such high APY (7 digits!). We propose to rein in the APY to the proper range to 6 digits. This will not decrease the total rewards in treasury, but instead will significantly improve our run way, a more sustainable future for Spartacus protocols.

We believe the a 6 digits APY are still very attractive to stakers and more healthy to the system overall.

The total rewards to SPA stakers are the same as they are already accumulated in treasury. We expect that lowering APY would increase runway by a significant amount.

Option 1: Lower APY to sustain run way. Expect 6 digits APY.

Option 2: Do not change.
