SIP-010 Allocating treasury Dai to more Curve Farming pools

Background: It's time to put more of our treasury to work. our treasury holds $44M Dai at the time of writing. It makes sense to utilize the treasury Dai to participate yield farming on risk-free pools on Curve (geist and 2pool for example).

Previously we have planned to allocate $5M dai in the Lambda-2Pool of Spatacadabra on Curve. SIP-010 involves only 3rd party Curve pools such as Geist pool or 2Pool, of which we will try to balance to get the best total yields.

Future allocations in Lambda Curve pools will be proposed separately.

Proposal: Allocate $10M treasury Dai to Curve yield farming pools. Spartacus treasury will start accumulating farming rewards in CRV, wFTM, GEIST and curve tx fees.
