SIP-005 Budgeting for contracts audit

Background: Spartacus treasury holds $27M worth of assets. Spartacus contracts inherit the security from the original OHM code base, and we believe, as well as suggested by our community, that it is still necessary to have credited audit firms to conduct a thorough security check on Spartacus contracts.

Solution: We received quotes from a handful of auditors for a total of 13 Spartacus contracts. The average quoted cost is $75K.

Proposal: Approve a budget of $75,000 to fund the audit cost from Spartacus DAO. The actual token withdrawn will happen when the upfront payment is required. The audit work will start by the end of Nov and will take ~20 days.
