Onboard a new member to Treasury multisig

Summary: Add starny.eth to the Treasury Multisig, grant him a community contributor role, replace deedle. As Starny has contributed a lot last week and showed a passion for the DAO, we propose to onboard him to the community contributor position and enlist into the Treasury multisig as a community member representative. This should significantly increase the presence of multisig members, increase transparency and increase control of the community over the DAO's Treasury.
