Increase the share of Protocol Fee Vault from 1/6 to 2/6

Every swap on SpiritSwap incurs a 0.3% fee. 5/6 of the fee goes to liquidity providers of the given Liquidity Pool. 1/6 of the fee goes to the protocol fee vault, which is allocated towards an incentive pool to be distributed to all active participants of the protocol (for example, users which lock tokens to obtain inSPIRIT and participate in governance). Recently the 1/6 of Protocol Revenue for Protocol Fee Vault is generating almost negligible revenue for inSPIRIT holders. Therefore, it is proposed that the share of Protocol Fee Vault should be increased from 1/6 of Protocol Revenue to 2/6 of Protocol Revenue.
