Fund Relayer Bridges

As requested, this proposal is to fund the USDC and WETH Polygon-SX relayer bridge with $250,000 USDC and 75 ETH. This will enable four functions, at much greater scale than the current set-up:

1. Bridging in USDC to SXN from Polygon
2. Bridging out USDC from SXN to Polygon
3. Bridging in WETH to SXN from Polygon
4. Bridging out WETH from SXN to Polygon

The USDC/WETH Polygon bridges have been way more popular than expected and topping up the liquidity is incredibly important to ensuring bettors have low friction between depositing and withdrawing their capital. All bridge fees earned will be used to offset gas fees from rebalancing.
