New SX Discount Schedule

We've been hearing from the community for awhile that the fee discount schedule needs to be changed due to two core problems:

1. The low discount rates for the starting tiers
2. The incredibly high amount of SX necessary for the later tiers (becoming a Dragon requires owning 1% of the Total Supply!).

We propose tweaking the schedule to this to fix these issues:

This change should help bring in more market makers by making it easier for them to qualify for the later tiers and makes SportX more competitive on fees overall by increasing the discount rates for the starting tiers.
