Deprecate Stabilize Swaps and REETH

Due to the marginal usage of both Stabilize Swaps and the REETH gasback token, this proposal recommends removing the support for both systems via the website. This will help the brand of Stabilize that is streamlined to focus on what is originally what built to do, stabilize stablecoins, and clean up the website.

Voting "No" on this proposal will leave things the way the are today. Voting "Yes" will deprecate website support. The internal contracts for REETH will still remain active however for usage.
