What should happen with unclaimed STBZ left over from the migration?

The migration contract currently has around 17,000 STBZ unclaimed from users who migrated from ETH chain to Arbitrum chain. This represents about 8% of the total STBZ supply. After 90 days from contract creation, governance has the ability to remove the unclaimed STBZ in case of such a situation.

Governance can remove the STBZ to allocate to the buyback bank to store for future emissions for all users who participate in the protocol, governance can burn the STBZ and reduce the total supply, or governance can just leave it alone.
