Stabilize Pool Emission Preference #4

Which Stabilize pool should earn the highest STBZ emission rate? The LP pool and new strategy pools are excluded. Pools will be ranked based on their rank in voting numbers, ie: Highest voted pool will have highest rank, lowest voted pool will have lowest rank.

This preference rank will be combined with the pool's profitability rank (which is worth twice the preference rank) to determine the ultimate rate of emissions for each of the STBZ pools.
