[Round 2] Vote on Transfer Fee

This is the 2nd vote on Transfer Fee, and it will be held every month at 14:00 UTC on the 10th.

Currently, the transfer fee for SET is 15%.

Raising the transfer fee can limit the selling pressure, and a large amount of SET will be destroyed. $SET will start to deflate.

This may limit the entry of new buyers in the secondary market.

After full community discussion, these 5 options are now given, please vote.
