SUP#1: An additional round of SuDAPO distribution for genesis members

Since the first round was distributed over a night instead of one week, too many valuable community members, partners, and advisors missed it. The survey showed, that at least 72-100k allocated funds couldn’t be accepted. So to give an opportunity to participate aforementioned parties, the proposal to the StableUnit DAO community is the following:

1. allocate an additional up to 2% from the presale funds (including first distribution it would be 6% max in total out of 15% allocated for presales)
2. Setup progressive distribution: a) first 1-10k allocation for 0.3 per suDAO, i.e. -70% off, next 10-25k, 0.4 per suDAO, i.e. -60% off. b) the first day only aNFT token holders can participate.

Allocation gets added to the already existing, so if the person used some allocation in the first distribution, only the remaining allocation is available.
