[SWIP-17] Add A Custom Vault To VaultsRegistry

StakeWise team has been proactive in selling Vaults to businesses and institutions, and now we need assistance from the StakeWise DAO to keep moving things along.

This proposal asks to add a new Vault address to the VaultsRegistry contract, allowing our Oracle Network to handle validator-related actions for this Vault.

The Vault in question is a customized Vault, deployed by our prospective partner to test the mechanics of using the Vault on mainnet. We will not be able to progress with testing without a DAO approval.

The contract for this customized Vault has been audited externally and its addition to the registry bears no risk to the existing StakeWise system or Vaults.
