[Mainnet] Add batch validators registrations

Upgrade oracles contract to the following implementation: https://etherscan.io/address/0xfc9B67b6034F6B306EA9Bd8Ec1baf3eFA2490394

The main difference between the current Oracles implementation (https://etherscan.io/address/0xdb123d84cdb055fdbfa9058f64a460bb0fbf8eae) and the new one is that it has batch validators registrations that should significantly improve validators registrations speed.
