Release 0.25 ETH for Statera Website

This proposal is to release 0.25ETH from the Statera treasury to cover the expenses involved in setting up a new website for the project.

The pre-existing website exists on a "website builder" platform which has recently expired and would need to be renewed for a full year at an above average price - the situation is that whilst the team does have access to the account, we don't have "exclusive" access and those who are no longer connected with the project still have access and whilst unlikely could potentially make changes or cancel everything at any moment. Also Greg the current team leader would have to supply all his personal details - name, address. credit card info, etc which would then be exposed to those who have access from before.

Since the idea is very much to overhaul and renew the Statera Project over the upcoming months - well in advance of the Bitcoin halving next year - the old website will become out of date and need to be completely re-done anyway.

Taking into consideration all of the above - it seems the easiest thing to do is to set up a completely new website - this could be seen as temporary until the project is completely overhauled and a new custom website is built or the temporary website gets upgraded - but the key point here is that the current Statera team will have full control over the project's website.

The 0.25 Eth will cover: hosting / domain / website building - including the platform and someone's time to actually do the work. Additionally it will cover at least a half day of Greg's time as he will have to find and brief a website builder, supervise them, find and supply content for them and just manage the whole process from beginning to end.

It should be noted that the temporary website will have to be in place before the beginning of the Blockdown Festival in Portugal (10th - 12th July) where the Statera project will have a presence and some promotion. It should also be noted that it will always be possible for us to modify and improve the temporary website as many times as we wish afterwards as we will have full access to the web building platform and control over hosting.
