Proposal to Approve Stargate Deployment on Scroll

Background

Scroll is an L2 Scaling solution that is pushing the development of an Ethereum-equivalent zkEVM. Scroll is launching Mainnet in Q3 and has been live and battle tested on Goerli since February this year.

The goal of this proposal is to improve the user experience on Scroll by having Stargate deployed to offer users the ability to transfer assets onto (and out of) Scroll.

About Scroll

Scroll is a bytecode-equivalent ZK-Rollup built upon Ethereum, designed for scaling without sacrificing security, developer, or user experience:

• Bytecode Equivalence & Developer Friendliness: Scroll is bytecode-equivalent and builds upon Geth, enabling seamless migration of infrastructure and will support all existing development tools, including debuggers. Scroll has one of the most familiar developer experiences outside Ethereum itself. No bytecode re-audits will be required, minimizing the risk surface tremendously.
• Ethereum-native & Community first: Scroll originated in close collaboration with the Ethereum Foundation's zkEVM research within the PSE (Privacy and Scaling Explorations) group---in fact, our team has contributed ~50% of the upstream PSE zkEVM codebase over the past 2 years. Scroll has been open source & peer reviewed since day one, our testnet has been permissionless since its inception, and we continuously publish research in an effort to demystify the inner works of zk circuits and cryptography.
• Decentralization & Security: Scroll is pioneering a first-of-its-kind decentralized sequencer network and is committed to outsource proof generation. In addition to that, Scroll has a strong in-house security team that found and reported bugs in fellow zk RU's proving systems in the past.

ZK-Rollups are widely considered to be the Holy Grail of Ethereum scaling. Scroll's vision is to build a fully EVM-compatible ZK-Rollup that any existing Ethereum application can easily migrate to. Scroll is currently live on Goerli Testnet today and is expected to launch on Mainnet in Q3. Testnet transactions can be observed on: https://blockscout.scroll.io/

Proposal

We propose for Stargate to launch on Scroll as early as possible pending our Mainnet Launch. We are also working with the LayerZero team to ensure an LZ endpoint will be deployed on Scroll following our launch.

We propose the following Stargate pools/pathways to be enabled on launch:

• ETH: Ethereum <> Scroll
• USDC: Ethereum <> Scroll

This will allow Stargate to capture user growth in the Scroll ecosystem while providing developers and users with crucial bridging infrastructure.

To bootstrap liquidity for the proposed pools, our contributors will deploy up to 1K ETH and 1M USD, respectively.

This will help ensure that enough liquidity is present at launch for users to transfer ETH & USDC.

Execution

If approved, Stargate will launch on Scroll shortly after our Mainnet launch in Q3, pending the deployment of LayerZero endpoints to Scroll.

The ETH and USDC pools/pathways are to be enabled with the deployment of Stargate on Scroll.

Pool incentives are to be determined by Stargate's governance as a function of pool utilization per SIP 23.

Summary

Scroll is launching Mainnet in Q3 and the aim is to have Stargate as an early protocol launch partner, providing a win-win opportunity for both Stargate as a potential bridge leader in Scroll's ecosystem and users with the ability to bridge assets in and out of Scroll.
