[SIP-014] Improving liquidity

Motivation

With a proposal to make $STRDY transferable currently pending, it is worth also considering $STRDY's liquidity.

Proposal Allocate 1.5M $STRDY to a Uniswap V3 pool. These tokens will be managed by Arrakis to provide liquidity to the Uniswap V3 pool. If both this proposal and SIP-013 pass, they will go into effect no later than February 20, 1pm EST.
