Cancel DAO Volt LP

This is a Vote to invalidate the previous Volt LP snapshot. Given the current lack of uses for Volt outside of selling it and the overall lack of buying pressure (again because of a lack of uses), the DAO stands to lose Eth that it must stake in equivalent value to the Volt, if it supports the Liquidity Pool without any mechanisms in place to encourage volt use or buying.

I welcome additional discussions in DAO General on the subject for anyone willing to participate.
