Add Macfeurson to the DAO vault signers

We understand that Billy is busy with new ventures and appreciate all he has done to get this DAO off the ground. However for the sake of being able to execute future DAO proposals in a timely manner we would also like to add Macfeurson to the DAO vault signers to what we have 5 active SupDuck OGs on the roster to help confirm transactions executed by the DAO.
