[SIP-16][Protocol-configuration] Proposal to Deploy Rare Protocol to Ethereum Mainnet

Link to proposal discussion This SIP proposes that the protocol be deployed to Ethereum mainnet, and that the DAO Council claim ownership of all contracts associated with this deployment. In addition, we propose that the Bazaar be updated so that 1% of every sale (taken from the existing 3% network fee) is diverted to the seller’s rarity pool, if one exists.
