SUDAO-IP-2.1 Expedited Governance Snapshot Proposal

This vote will determine if we ratify the formal proposal, 'Expedited Governance', as outlined in discourse:

Summary: Otherwise known as ‘Fast-Track’, Expedited Governance is a special governance process for important and urgent proposals requiring a need and intent to be ratified quickly. It allows certain steps of the proposal process from the regular track to be omitted, as well as for a shortened voting and discussion period with the requirement that a much higher quorum and passing vote be reached. Expedited Governance also has exclusions in that some proposals covering specific topics are not eligible to be brought under this track.

Passing Requirements: Majority: 51% Quorum: 16 DAO members (based on total member who voted on formal proposal discourse/2)
