SUDAO-IP-5: Proxy Tokens for Tipping

This vote will determine if we ratify the formal proposal, 'Proxy Tokens for Tipping', as outlined in Discourse:

Summary:

Proposal for tipping, in place of our actual KPI Options token, we instead use:

1. A blank token
2. Mint it on Polygon
3. Limit supply to ensure 1:1 matching, this epoch, with actual KPI Options minted for use as tips
4. Add this blank token to Tip.cc Bot only once

Passing Requirements:

Majority: 51% Quorum: 50% of total voting power
