Transfer Discord Ownership to Tangle [Implementation]

Currently the Sushi discord is under Joseph's ownership, as part of his resignation Joe stated he would hand it over once a new head chef has been elected.

Thus due to Frog Nation proposal falling through and reorganization conversations starting up again, the Sushi discord is stuck in limbo and this snapshot is to determine if ownership / admin control should be given to Tangle (Community Manager) in the meantime.

With the permissions that have been adjusted and altered lately, many no longer have the same roles and access as before. This has been prevented many on the team from making use of features in the discord server such as: POAPs, banning/kicking scammers, and access to various bots integrated in the server.
