Head Chef Compensation [Signal] Part 4 - Initial Cliff for Sushi Compensation

Following the temp check that has taken place on the forums for where the community / token-holders are leaning in regards towards compensation of Head Chef. This signal snapshot will be used in the next step to help set the bar for what the Sushi community is comfortable with for Head Chef compensation packages.

Signal will vote will be 6 parts. With part 4 in this proposal deciding on the initial cliff for the Sushi part of Head Chef's compensation package.
