Formally Hire 0xMaki to lead project, Option #3

TL;DR:

-SushiSwap doesn't have a full-time team yet. -0xMaki still has a day job.

-It is time for him to be rewarded for the work he has done as a founder and have him focus on Sushi full time. -This proposal would give him:

1. 50k SUSHI upfront - 1 time payment
2. 100k SUSHI year 1, 150K year 2, 200K year 3, vested over 3 years.
3. Addtl bonuses TBD by the community for project milestones like: TVL, monthly trading volume/fee revenue generated, etc.

-This would have him as the head of core team focused on building out SushiSwap full time NOT part-time.

-The community could revoke the unvested SUSHI if 0xMaki is no longer working on SushiSwap.

Maki will then put forward a plan for SushiSwap, a budget proposal for teams and appointing a core team, and clear guidelines for voting quorums and process to be decided by the community.

The payments on vesting will be approved on a monthly basis (no-cliff) and paid each month by the multisig holders approving the transaction.
