Add WBTC/WETH Sushi incentives

As discussed on the forum. Uniswap is currently beating Sushiswap in WBTC/WETH liquidity. To incentivize Uniswap LP users to migrate, the protocol needs to add ongoing incentives for the pool. USDC/ETH has 2320 allocation points, and the standard ongoing altcoin/ETH pool has 1000.

Voting "Yes" indicates to assign WBTC/WETH 1750 allocation points.
