This proposal is about closure: for answering the question of what, if any, founder's bonus Chef Nomi should receive.
Chef Nomi is the original founder of the Sushi Swap project. He is central to the founding myth of Sushi Swap. Nothing will change this fact.
Yes, he took SUSHI tokens from the devshare, dumped it for ETH, and made ridiculous excuses of why it was for the good of the community, despite saying he would not dump because he was a good guy.
But more importantly, he ended up doing the right thing. He gave the money back to the community. Now, the onus is on the community to complete the virtuous cycle of redemption. We have a choice to either be a vengeful, vindictive, unforgiving community, or one that believes that people make mistakes and we can bring the best out of people.
No matter what you think of his actions, Chef Nomi did contribute to creating the tremendous value that exists in SUSHI today. As such he deserves some form of a founder's bonus.
In addition, he is probably liable for paying tax on the SUSHI he took and sold into ETH. Just because he gave that money back, doesn't mean he avoids paying the tax on the money he made.
The community can choose what bonus, if any, they think Chef Nomi should receive in this proposal.
