Create a Vampire Elder Council Profit Sharing

We need to create more value for rarity and streamline these proposals.

I propose that the top XX rarity (no more than 100, i suggest 75) in vamps handle all of the proposals coming out and streamline incoming ones from the general community.

For their service, they will be paid in partial secondary revenue. As of now, rares serve no purpose aside from marginally increased blood production (starting today).
