Can we have some way to weed out the dumb propsals before we vote on them?

Im not saying most of the proposals are stupid but a lot of them are. Ive seen proposals asking for more entries in GAs according to the number of vamps. Which I think this is a flawed idea because more vamps already equals more blood which ultimately is already more entries. But ofc vamp holders with many vamps will vote yes, screwing everyone else over. Im all for people voicing their ideas, but some people have dumb ideas lol (I hope I didnt offend anyone). I just think we should have mods sift thru the proposals before they post, or some way that weeds out obviously bad ideas (like sweeping own floors, etc).

TLDR: Proposals should go through a mod before they are voted on, because too many bad ideas are cluttering the proposal channel.
